It's no surprise that certain folks on the web misuse new technology to gain an advantage. That's been going on as long as the commercial web has been in place. What is interesting about Twitter is that the site, along with Facebook and other social media sites, is now indexed by search engines and can be used to provide signals of authority on the web, which the engines use to rank web pages. While it is still unclear exactly what effect these signals have in search rankings, the potential to gain new traffic to a website by virtue of your perceived authority on the web is going to make even more people try to increase their Twitter following just for the sake of the numbers.
The logical outcome of this is that the search engines will simply discount the number of followers as a signal, and use a different measure of authority, such as the amount of times someone is mentioned on the web, or the amount of times original content is shared by other users who have their own authority.
